URGENT Visa

Hi,
My son was born at USA and we got his passport a week back. If we apply for PIO card now @ Washington DC, looks like it might take 10 weeks (45 working days) to get it. But as we are planning to go for a vacation in 4-5 weeks, is there any emergency visa?
Also can we get a visa after landing @ india for my son, if there is a family emergency?

Just apply for a tourist visa for now, then do the PIO card when you're back in the US and have more time.
