OCI urgent help

I have sent my Indian Passport for renewal on sep 30,Its almost 2.5 months I haven;t received it back,tried calling them,but no response.Now I just got my US citizenship & US passport & need to apply for OCI card,but it requires Indian passport,which I havent received yet.Iam not sure what to do?Any information on this will be highly appreciated.
