OCI application clarifications

Hi,
Could anyone please clarify on the below OCI questions.

1. I want to apply for OCI for my spouse,myself and my baby. Do I have to select Individual or Family option in Part A ?

2. We all have PIO card and are U.S. Citizens. We are planning to submit the OCI forms and get the OCI stamp in person . What is the fee ?
In the Instruction, it says,
i)US citizens $25.00 + mailing fee
(ii) Non-US citizens $45.00 + mailing fee; (Includes Referral fee of $20.00 is for seeking additional information from Indian Mission/Post in the country of applicant’s citizenship).
(iii) For minors holding PIO card, fee is US$ 145/- + mailing fee

My baby is a U.S. Citizen and a minor. So, what will be the fee for him ? is it $145 or $45 ?

3. In the instructions , it says
Minor children need not sign at the end of Part-B. In the box provided for signature near photo, only applicant should sign or put his/her thumb impression precisely in the box, not spilling out of the box.Parents should not sign in case of minors. If minors can sign, then let them sign. In case of Minors both parents should sign and provide photocopy of their passports (with signature page).


For Minor, do both parents have to sign and baby's thumb impression is needed ? The above instruction is sort of confusing.

2. For minor, $145
3. There are two different sections.
One section: Specimen signature. Put the child's finger print there.
Second section: Application signature. Both parents sign there.
