Photo specification for OCI

Can anyone advise if 2' X 2' on white background is acceptable or need 35mm X 35mm on color background.

Indian Consulate in Washington, DC is OK with the US Passport photo and needs 3 copies of photo, however the Indian Consulate in NY is asking for 35mm X 35mm on color background with 2 copies.

I am totally confused. I live in NJ, so I guess , I need to apply in NYC.

go with a blue background
and ensure that the shoulders are visible in the photo

Photo size

Government spends a lot of your money on confusing you. You will never get the correct answers from Indian Government employees.

Therefore, rather than complaining about it, keep calm and try to make the best out of it.
