PIO Card Undeliverable as Addressed

My daughter's PIO Card has been Undeliverable as Addressed from Consulate General of India ,Sanfrancisco (I have included the self addressed envelope).

Does the Sanfrancisco office resent the PIO card to the correct address again?
Does any one faced this situation?

I'm a little confused -- is it:
1) the PIO application sent to the SF consulate was returned to you as undeliverable, or

2) the PIO card sent to your address was returned to the Consulate as undeliverable?

I didn't use a self-addressed envelope in my application to Houston Consulate, and they just sent the PIO card back via Fedex -- that's what I paid the $20 courier fee for...
