Applying for OCI Card - Need Information

I am going through conflicting information on whether or not I can apply for OCI Card for my daughter. My daughter is a US citizen and I am currently on H1B status and am wondering if I can apply for an OCI card on her behalf. If yes, that's a good news for me. In case of NO, then is there a way to apply for it through other means.

In order to apply OCI for your daughter, one of the parent should have US Citizenship.

If both parents are Indian citizens, no OCI for baby. Only PIO.
