Via with Surrender Cert in NYC

I have the $250 penalty case, my wife has a cancelled passport.

At NYC
1. Can we get Surrender Cert + Visa on the same day?
2. Can we get both by mail ? We are planning to visit a month from now .

3 Am I better off with PIO or visa ? Can I get PIO + surrender on the same day?
(I am assuming OCI is just not possible in 1 month)

3. Whether you should get PIO or visa, depends upon what you want to do. However, you can not get any of them in a day.
