I just read somewhere that the person went to the consulate to apply for PIO card. His mother got the US citizenship in 1970s and the applicant herself was born in the U.S.
Her mother didn't have the Indian passport all these years with her and the lady showed mother's birth certificate from India. The consulate refused to accept it as the proof of Indian origin.
They asked her to tell her mother to apply for the Indian passport now, and then apply for surrendering it. Then they would accept her PIO card application.
