photocopy of Naturalization certificate?

For those of you who have applied for your surrender certificate, did you send a photocopy of your Naturalization certificate? I am concerned as on the it certificate says it's illegal to make a copy of this document.

My husband made a copy of his naturalization certificate and took it along with the original to the local USCIS office (took an infopass appointment for the next day).
They certified the copy for him and he mailed this certified copy with his other paperwork to the consulate in SFO.
This is the method that USCIS recommends for making copies to give to foreign consulates etc.
