OCI Card Question

Hi,
I got my oci card for myself, wife and kid in the year 2008. I see "CANCELLED" seal in my passport, but not in my wife's passport. I heard about the recent rules change regarding reunification and surrender certificate. Should I need to do anything for myself and my wife, please let me know. Appreciate your help.

Can one parent and 3 children apply on the family application and another parent on another application. Sanfrancisco consulate, any suggestions welcome[/quote]
also can the payment for 4 application be as one cashier's cheque/money order.
