Notary for Passport Renewal SFO

I am applying for Passport Renewal at San Francisco. Due to COVID-19 situation, I am stuck here in Chicago, IL but my residence comes under jurisdiction of San Francisco and that is why I am applying accordingly.

In the Change of Appearance form, there is a "Place" field that says California because my residence is in CA and I can't edit it. The notary here in Chicago refuses to notarize until I change/cancel the place and specify it as Illinois.

Has anyone faced this problem before? Thanks a lot for all your help!

Thank you Liberty48 , this really helps!
So I can not really do any remote notarization for CA documents
The notary here in IL has as per law crossed out the Venue field on my form and notarized the document stating the place as IL. It works for US Notary rules. I can only hope it works for the passport office too.

And the CKGS customer service is not accepting calls at all, that has been an inconvenience. Thanks a lot for help, I will take a leap of faith and update this thread on how it goes.
