Surrender Certificate and PIO card application at the same time

Dear Sir/Madam,

I became US citizen before June1,2010 and also acquired pass port before june 1, 2010. I want to get a PIO card.

So, can I send the application for PIO card as well as surrender certificate in the same mail?
