Passport Renewal at Chicago Consulate

Hello,
Could someone please tell me if the Chicago Consulate accepts passport renewal at the counter when submitted by the wife on behalf of the husband?

I have waited several weeks and the Chicago Consulate phone never gets through and they havent responded to several emails I sent.

Id greatly appreciate a reply if you know have any information.

Yes.

They don't even look at who's submitting whose passport.

Alternatively you can send by mail.
