OCI asking for surrender certificate but not eligible for SC

Hello,

I am in strange position now. My citizenship was obtained in March 2010, hence I am not eligible for surrender certificate. When I had applied for surrender certificate at CGI, SFO they had just stamped my passport "Passport cancelled as acquired US nationality". They did not give me surrender certificate.

Now when I applied for OCI, they sent my application back asking to enclose two copies of surrender certificate. I don't know whether to laugh or cry. Please advise on the next step. How does one tell these guys that they are the ones who did not give me SC?

similar problem.. Naturalized in US in 92. Don't have my expired Indian passport. How do/Can I get a surrender cert.?

I think the OCI a better finanacial value than a visa over a lifetime (I'm 34) How often does it have be reissued?
