There seems to be confusing messaging around minor's entry visa application.
On San Francisco website they say that you need valid emergency reason to get the entry visa for foreign nationals. But On Washington D.C website they mention that minors are allowed entry visa.

Visa & Travel restrictions in response to COVID -19 - Permitting certain categories of foreign nationals (including Overseas Citizen of India (OCI) Cardholders) to enter India
(v) Foreign nationals who are minor children where at least either of their parents is an Indian citizen or an OCI cardholder.
Can someone please confirm if I can apply for Entry Visa for my 2 year old. My wife wants to visit her parents in India and have to take the child with her.
