Traveling to India with OCI. Quarentine?

I see so many different rules everywhere. Most everywhere it says bring a PCR test (I'm vaxed), which is fine, but what are the current quarantine requirements?

I want to land in BOM and take a flight to HYD (separate tickets) for a few days and the fly to Kerala.

- Looks like Kerala requires an e-pass, but vaxxed seems exempt? But mandatory 7 day home quarantine or not?

Thinking Nov/Dec timeline. Obviously I realize that the rules can (and will probably) change by then.

The rules are changing frequently. You definitely need an RT-PCR test. Once you get there, you may be able to travel unless there is a severe infection rate where you are trying to go. Even if you are not flying Air India or to New Delhi Airport, check both websites for travel updates.
