Entry visa for spouse of Indian citizen via SF consulate.

Hi,

As per the information given at https://www.cgisf.gov.in/page/entry-visa-services/, it looks like we need to submit a reason for India visit which is not optional document ie

(vi) Supporting documents for reason of travel (death certificate or doctors/hospital certificate).

Is this required for spouse of Indian citizen? When I check Washington consulate (https://www.indianembassyusa.gov.in/extra?id=79), it clear says that you can submit either a medical reason OR passport of the spouse with Indian citizen.

Does anybody know?
