Wife Indian Citizen - 2 minor children

Hi,

My wife wants to visit India (she is an Indian citizen) but we have two young minor children (under 5 and under 2) who do not have OCI/eVisa. They have had a eVisa in the past which has since expired.

The reason for the trip is her mother is not well.

when trying to apply for an eVisa, it says Tourist visa's are suspended. can you please advise what we can do here? Is there a Visa category that I can use to apply?

no visas are valid currently. only way to travel is either if you are an Indian citizen or OCI holder.
