Can a person apply for OCI from India? Send documents to Indian consulate in NY and get the OCI process started. Physical address is US but don’t want to travel during this pandemic. Is it possible?

You should have visited the regional FRRO for an extended stay. If not, register your extended stay there won't be any future questions about it (maybe, they don't care about it during Covid). You can also apply for OCI at the regional FRRO office. Just google it.
