I just wanted to check if I can do a FedEx delivery for my Spouse OCI card from USA to India?

Why not?

A question may arise when your spouse goes through emigration. The officer may ask how she/he got the OCI and why he/she didn't use it during immigration. Obviously, there will be a date of issue on the OCI. But, you have to be ready to answer them.
