Delay in Houston Consulate-Cancellation of Passport

Submitted Indian Passport for cancellation and issuing sc, to Houston (from Shreveport) for someone on June 30. The fee was cashed on Aug 3,2010. Nothing since then? Any idea how to contact anyone in Houston?

Tried all numbers? Also, how long should we wait?
