Indian Visa

We are planning to move to India for good. Can someone please advise whats the fastest way to get the Indian visa since I have heard some long delays these days to get it.

Option 1) Apply for surrender certificate and PIO card at the same time from US. Fly to India and then apply for an OCI card from India.

Option 2)Apply for surrender certificate and OCI card at the same time from US.

Option 3) Apply for surrender certificate first, then apply for an Indian Visa.
Fly to India and then apply for a OCI card from India.

Whats the fastest way to make it? Any advise?

It depends which consulate u r going to apply. Pio+ cancellation of indian passport together is easy in new york indian consulate it takes only 5 days when u apply in person not by the post.
