OCI - Documents received at Status

What it means the status - 'Documents received at'? Is MHA, Delhi physically going to mail the OCI card (to the consulates abroad) or is it electronic? Considering the past time lines, it may take around 3 or 4 days between 'Documents Dispatched to Concerned Mission/Office on' and 'Documents Received at' statuses. I am thinking it can not be physical transfer time. Please advice. Thanks.

PS: I know I have to send the passport to the consulate after 'Documents received at' staus.

For UK it take OCI around 7 days from Delhi to turn up at the LONDON Embassy.

The documents are physically sent from Delhi to respective consulates. Got this reply from the Consulate. So, it is not electronic despatch. I need to wait for the last step. Thx.
