OCI - new passport received

Hello - My daughter received a new passport recently and trying to update the passport details on the OCI card. I have followed the instructions listed in the "OCI misc services" section at: https://ociservices.gov.in/welcome

After filling in the details on the govt website, I am on VFS global website and getting the following error:

• Government reference number is not valid. Please recheck if it's correctly entered or belongs to the correct Consular Jurisdiction.

I tried entering the OCI govt reference number from below, but the same error:

1. File reference number received on govt website application (starts with USAS)
2. USAS number on OCI card photo page
