PIO card/Processing Time

Hello,

I am an Indian citizen. My wife and two sons are American citizens with no prior relationship with India. I would like to apply for PIO cards for them. What is the current wait time? We plan to travel to India on December 8. I want to be sure that they can get their PIO card in time. If not, please advise what kind of visa to apply for.
