I am planning on going to India for a 5 week trip at the end of the year. I got my OCI card when was 19 years old, and just recently got a new US passport at the age of 28. Based on the new rules, I need to apply for reissuance of OCI card because I got a new passport after turning 20. However, the Indian Embassy has stated that they have extended the deadline to obtain reissuance until 12/31/2022. So I am I safe to travel with my old OCI card and passport this year? Will any immigration officers give me trouble in India for travelling with my OCI card with old passport number? Just worried about miscommunication causing issues once I am there.

Yes, you can travel without any issues. Just in case, take along your old (expired) US passport and a printed copy of the relaxation guidelines from the Indian Embassy, Washington
My kid was in the same situation as you, and travelled to India in Dec (at that time the relaxation was till 31-Dec-21). No issues, no one asked any questions during entry or return. Got the OCI done after returning to US, took about 6 weeks from sending out the application to getting the new OCI.
