Can I re-upload documents after Final Submit?

In OCI application, I can only get the application form PDF after doing Final Submit from Part B. Can I upload the remaining documents after doing Final Submit? E.g. I have to get "PARENTAL AUTHORIZATION" document notarized which I am planning to do together with Application form notarized too.

It is "final." You can start a new application though

I think you can. You can go back and
reupload notarized authorization form.
