Renewing Passport Question

Hi,

I have just come on H1B in Oct 2010. My passport expires in August 2011. I have not taken rented accommodation in my name nor do I have Drivers Licence. All I have is passport, visa, I-94 and bank statement.

1. What are the documents required for Passport Renewal? Can I apply ito DC embassy without US Residence proof?

2. The 6 month threshold period is Feb 18, 2011. Can I apply in First ween of Feb 2011?

3. My dependent has applied for change to H-4 status by filing I-539 in
November 2011. The application is pending. He doesnt have resident proof either. Can he apply for passport renewal and what documents he would require to submit.
