Need Advice - Group PIO card application

I believe Visitor's Visa for Indians is no longer valid, one needs to get an Entry Visa. Is that True?

3 of my family members need to apply for PIO card. Can all the application forums be send in one package to SF Consulate.

Requirement(s): PIO card for Spouse, daughter (US born), Son (US born).

question(s) : 1. Do I need to notarize multiple copies of required document(s)
- US/Indian PP of both parents for daughter, son. (OR) a single
copy would suffice for all 3 applications?

2. Can you send all applications in one single packet?
