SF Indian Consulate: Surrender cert + PIO??? plus an OCI gripe

Is it ok to apply for both surrender certificate and PIO together at the SF indian consulate? Any experiences?

I decided to apply for PIO instead of OCI - coz I want to get back my passports asap - I frequently do international travel - so I can't afford to leave my passport with the consulate. They now need US passport along with the OCI application apparently - and won't start the process without US passport. So can't just send it in towards the end of the process.

If you are not going anywhere for atleast 30 working days then you can submit both together for SC+OCI
