Passport Renewal-Which consulate office to use

1.I give Residence proof for NJ address ( as my daughter would like to add us as parents staying with her).

But I am in Virginia working and staying in share accommodation. I want to file with Washington DC embassy for passport renewal as its easier for me to go to the office and submit. I dont want to send by mail to NY
consulate office. Is it okay?

2.I have only Passport as identity. If I submit the original passport to
them for processing will I be given any ID papers for using in the interim
(for eg. If I have to travel by air I need an identity, right?)

I am still not clear reg your answer to the place of stay.

I stay in VA close to Washington DC. I do not have Residence documents in VA as I am staying in shared accommodation. I can show permanent residence in NJ.

Can I apply to Washington DC embassy office with NJ residence dcuments or I should necessarily apply to NY consulate?
