Surrender Certificate received but No Cancellation

I applied for surrender certificate along with my family. I received package yesterday. Everyone passport and surrender certificate has cancellation stamp.

Where as my passport and surrender certificate has cancellation stamp but crossed off with red pen. No reasoning was mentioned on it at all. There is no DRIL number on it either.

Any idea??
