URGENT---Indian Passport expired in 2008

HI I realised that my parents passport had expired 2 years back. They are US perm residents and now need to apply for renewal of passport. Can anyone please share experience of timeline from applying of passport at the Indian embassy Sanfransisco and issue of the same.
