Dont know why even in 2024, the process is so confusing. I was naturalized during Covid in 2020 and things were chaotic since then, so never had a chance to apply for oci or renunciation. Would greatly appreciate step to apply for them together. I hope I wont have to pay any penalty for applying renunciation late. I am planning to mail everything to the Washington DC center.
