.i.o. Card,inr rates instead bloated usd rates

DEAR SIRS.

Read you compairsion between p.i.o.& o.c.i. cards. Just to get away with passports not checked, At monuments and hotels. In my opinion is being dishonest,Even if have indian looks. It would be better to know for sure if a p.i.o.card holder pays which rates. So is a p.i.o.card holder considered a foreigner ?

At most popular tourist destinations (such as Taj Mahal and several in Delhi), I have only seen two rates:
Indian and Foreigner. There is no explicit mention of PIO or OCI rates.

In my opinion, it is unfair discrimination to charge different amounts to different people. In US or Europe, everyone is charged the same.
