PIO Card or OCI Card Eligibility Question

Dear Sri/Madam,

SUBJECT: Regarding PIO/OCI card application for American National

I am a person of Indian Origin from Bangalore, India married to an American National since last July 2010. My wife is currently an American National hold a valid U.S. passport.

However, her birth place is Karachi,Pakistan where she lived untill she was 1 year old. Can she be considered eligible for a PIO or OCI card?

Appreciate any information on this.
