OCI or PIO Card

Dear sir/ Madam,

I am British citizen Indian living in uk would like to apply for OCI OR PIO CARD.

My both parents were born in India and are no more. I was born in Kenya 1955 but lived in india between 1960 to 1978. I have studied in india and graduated in india.

Can I APPLY FOR pio or oci on the basis of my school living certificate or university graduation certificate?????
