OCI Stamping Delay at Houston -30+ days?

Has anyone experienced the same thing? I mailed my US passport and other documents for OCI stamping (U Visa). It has been more than 30 days, I have not heard back for Houston consulate. No one picks up the phone. No answers to voicemail and emails.

Delays are very common at all Indian consulates. The delays are the most at Indian Consulate in Houston.
