OCI vs PIO Card Inquiry - URGENT !

My son who is 7 months old & both his grandparents are U.S Citizens .But
we ,his parents are Indian Citizens.

Is the child eligible to apply for OCI card because his grandparents are
U.S Citizens ? or is PIO Card the only option ?

I have never encountered this situation before and therefore I don't know
for sure. I suggest that you contact the Indian embassy/consulate.
