Clarification on entry permit to Manipur for PIO card holder Spanish wife

Hi,

My wife is Spanish but PIO card holder.

I am basically from Manipur. We are travelling to Manipur via Delhi.
But, just yesterday I was informed that Manipur is restricted area and so my wife needs permission to go there.

I am seeking your help in clarifying:

1) Does my Spanish wife (Indian PIO card holder) really needs permission to go to Manipur?
2)
If so, can High Commission of India, Singapore give such permission? How much time it takes?
3) If not, where can I get this permission and how much time it takes in getting this permission?
4) Or, can I get it in Delhi Airport?
5) How long my wife stay with me in Manipur? Is there any restricted period?
6) Can we 2 only travel to Manipur ( I read somewhere that at least 4 people should travel).
7) I want to stay for 2 weeks in Manipur with my wife, is it possible, what I have to do?
8) Please provide me any necessary info.
