OCI Required Documents Question

I'm looking to apply for an OCI card (parents were both born in India but are now US citizens, I was born in the US), but, unfortunately, my parents do not have their Indian passports (or surrender certificates). Can I apply for an OCI card with my dad's birth certificate and both of their naturalization certificates? They don't know their Indian passport numbers, so I don't think they can file Affidavits of Loss.

Thank you for the link! Since my parents do not have their Indian passports, what needs to be entered in the 'Indian Passport No.' section of the Affidavit of Loss? Should it just be kept blank?
