Applying for US Passport

Iam going to apply for US passport for my daughter who was born in March2011. Currently they require both the parents to be present with the child and also have some kind of US identification. Currently my wife does not have a state id or drivers license and her only id is her indian passport. Would the indian passport be allowed as id proof at the us consulate? if not what are our options ?
