Address Proof for wife

hi,

i am applying for my wife's passport renewal at Washington embassy. for address proof my wife is on Apartment Lease Agreement, her name is not on utility bills and she doesn't have driver's license. is Apartment Lease Agreement enough for address proof?

Driving license or
PG&E, Water or landline telephone bill displaying applicant’s address or
House Lease Agreement

1 is enough.
For future, I think it's better to get your wife a state-issued ID from the Department of Motor Vehicles (or whatever its called in your state). in CA, it costs about 26 bucks, but it's worth it.
