Anyone Know How to Contact India Consulate Houston, Texas?

I've tried to contact the India Consulate of Texas an entire week.

1. It goes to automated machine. After, the machine states there are 2 people ahead of you. By the time it get to you, someone at the consulate picks up the phone and JUST HANGS UP. It happened 5 times already.

2. I've tried to fax and email them, they don't respond.

Does anyone know any other way to contact them? It's way too expensive to fly to Texas? I've tried the following number below. I know sometimes, there are ways to get through to someone's actual line, like an extension number. Does anyone know?

No idea how to actually get through to Houston Consulate

I have tried just today and still an issue. I wish there was some type of quality metric and service leve they had to adhere to!
