Dependent Visa - Is there any alternate option for Marriage Registration Certificate

Currently I am in US with H1 Visa and planning to bring my wife to US.
But as of now we don't have any "Marriage Registration Certificate"
and also heard its a very hectic and lengthy process to obtain a certificate.
Can you please advice if there is any alternatives of "Marriage Certificate"
to obtain dependent visa?
Please reply its very URGENT.

Marrige Certificate

Why this Bihar & Jharkhand marriage registars are taking 1 month to give it. Moreover both of you & your 3 witness (who were there at the time of apply) must be there at the time of taking it. I am in USA now. Before comin,g I applied it. But I had no time to stay for a month & take it. Now these bloody authorities are not giving it to my wife. They are calling me also which is not possible in immediate future. Please suggest somebody alternative of it. Is certificate issued by ward commisionar will work? But there is no photo in that (either of us).
