applying for US passport+OCI for minor in India

my children r born in India and have valid GC. we just got our US passports and my children r in India right now , question

if we can
1. get their US passport in India , if yes --which US consulate?
2. apply for OCI in India
basically get all the work done ,

the main issue is they dont have 2 months of time to come to US and get their OCI -the processing time as per web site is approx 2 months..
