Indian passport renewal - NY CGI

My spouse's passport will be expiring in 9 months. Her L2 visa has expired last year but she has valid I94 till her passport validity. Is valid I94 only good for renewal at NY CGI? Does expired visa matter ? She does not have I797 as I am on L1B Blanket. Please advise
