Attestation/Authentication of US Documents

Hello,
I am applying for an OCI card at the FRRO in Bangalore and have a copy of my birth certificate without an apostile. I have another copy with an apostile that seems to be lost in the mail. Is there any way to get my copy without an apostile authenticated/attested at the consulate and MEA in Hyderabad?
