Is it mandatory to get PIO card endorsed with new US passport number before traveling to India. Or carrying old US passport will be enough. We have urgent travel coming up in 10 days.

It is not mandatory to shift the Indian Visa from your old US passport to the new one. It will be OK to carry your old and new US passports and PIO card.
