Delay in Indian VISA processing

My kid is a US citizen by birth and we are currently in Bangalore. I had applied for her indian VISA one and half years back to Ramanagara Police station (Near Bangalore) and till now I did not get any information about the status. How will I get the status of my visa application? When I check with the police station they are telling they told the sent the application to some central office and they do not have any information.

Did the child already not have the India visa before traveling to India? If not, how did the child travel to India in the first place?
